Terrorist groups of CRPH, NUG, and their affiliated groups and individuals, designated as terrorists by the State Government, have reportedly issued fake medical degrees to undermine Myanmar’s official education system. These fake degrees, allegedly issued by the NUG-run illegal Medical University (Mandalay), falsely claim to allow students to apply for further studies at overseas universities. However, these universities have rejected such applications due to the illegitimacy of the documents, leaving affected students unable to pursue their education abroad.
University of Medicine (Mandalay) ran its Final Part II classes on 6 January 2022, 8 February 2022, and 16 January 2023 resepectively. Despite these opportunities, Su Pyae Myo Thwet living in Mahaaungmyay Township, Mandalay Region, repeatedly failed to attend the classes and violated regulations and Thin Zar Htet living in Monywa Township, Sagaing Region missed three notifications to attend the classes run on 8 February 2022, 16 January 2023, and 6 May 2024. As a result, both individuals were expelled from the University of Medicine (Mandalay).
- The two of them were found to have used temporary fake medical degrees issued by Khin Maung Lwin, a former rector of Mandalay Medical University and a disloyalty civil servant (DCS) of temporary patron of University Council of the NUG-run illegal Mandalay Medical University. Then two individuals attempt to gain admission to Chulalongkorn University in Thailand.
- On 19 November 2024, Chulalongkorn University flagged suspicions about the authenticity of the documents and requested verification from University of Medicine (Mandalay) in Myanmar.
- Upon review on 20 November 2024, University of Medicine (Mandalay) confirmed that the submitted degrees were fake and not issued by the institution. Consequently, Chulalongkorn University denied admission to both individuals due to the fraudulent nature of their applications.
- The fake temporary medical degrees were created by Thein Chan (aka) Thein Win (BA, HGP, RL), a Notary Public operating out of an office at No 35, 35th Street, 3rd Floor, Kyauktada Township, Yangon Region. Thein Chan provided fraudulent notary services for the degrees. On 21 November, authorities apprehended Thein Chan (aka) Thein Win and another individual, Thet Htet Oo (aka) Win Htet Myat, both of them were involved in the illegal certification process. They were arrested at Thein Chan’s office while in possession of the fraudulent documents and other related evidence.
According to Thein Chan’s confession,
- The fake degrees were translated and certified by Myat Min Thu, the owner of a notary translation service in Kyauktada Township. Myat Min Thu was also apprehended along with the evidence used in the illegal activity. Both individuals were involved in facilitating the fraudulent processes linked to the NUG-controlled Mandalay Medical University.
- As a result, Khin Maung Lwin, a former rector of Mandalay Medical University and a disloyalty civil servant (DCS) of temporary patron of University Council of the illegal Mandalay Medical University, who issued the fake temporary medical degrees and Su Pyae Myo Thwet and Thinzar Htet, who applied for admission to Chulalongkorn University in Thailand using illegal temporary medical degree will be added to the black list.
- Moreover, those involved in the illegal issuance of fake medical degrees, including Thein Chan (aka) Thein Win, Thet Htet Oo (aka) Win Htet Myat and Myat Min Thu, will also face harsh legal action under the law.
Citizens are urged to ensure that their children only attend government-recognized universities officially opened by the State, and not engage with or participate in any education provided by illegal institutions. In the event of any information regarding the NUG-run illegal universities or related institutions, the public is encouraged to report it secretly to the relevant authorities, it is reported.
