Vice-Chairman of State Administration Council Deputy Prime Minister Vice-Senior General Soe Win Addresses Coordination Meeting of National Disaster Management Committee

National Disaster Management Committee held its coordination meeting at the assembly hall of the Ministry of Social Welfare, Relief and Resettlement in Nay Pyi Taw on 9 November, with the attendance of Vice-Chairman of the State Administration Council (SAC) Deputy Prime Minister Vice-Senior General Soe Win, in his capacity as the Chairman of the National Disaster Management Committee, together with committee members Union ministers, the Nay Pyi Taw Council chair, deputy ministers, senior military officers from the Office of the Commander- in-Chief, departmental heads and officials. Chief ministers of regions and states who are chairmen of natural disaster management committees of the regions and states, and officials joined the event through videoconferencing.

During the meeting, the SAC Vice-Chairman Deputy Prime Minister made opening remarks as follows:

  • Currently, many countries around the world are experiencing the impacts of climate change, encountering severe natural disasters such as flash flooding and the occurrence of powerful storms.
  • Myanmar is also facing natural disasters based on climate change, and it is included in the list of the most likely causes of loss and damage in natural disasters.
  • News showed Typhoon Yinxing entered the Philippines on 7 November and then heading to the west and northwestward. It was noted that the route of such typhoon is similar to that of Typhoon Yagi.
  • Myanmar is expected to face some rains less than usual from 8 to 17 November. However, it is necessary to make preparations and conduct rehearsals so as not to cause impacts of storms similar to Typhoon Yagi again.
  • Myanmar has high humidity of soil with lesser compactness due to many rainfalls and flash flood this monsoon. If the country faces many rainfalls like that of Typhoon Yagi, some regions and states will suffer loss and damage. As such, preparations must be done in advance.
  • Based on the experiences in the past, it is necessary to set safer places for displaced persons from the flood-ravaged areas, stockpile purified drinking water and foods in advance, group heavy machinery and vehicles to transport affected people, manage the evacuation of the people in time, and organize the people who refuse to move under the natural disaster management law.
  • Taking lessons from loss and damage in recent Typhoon Yagi, necessary preparations must be done. All need to cooperate with each other in necessary preparations to minimize loss and waste.
  • The National Disaster Management Committee had provided cash assistance of more than K25 billion and emergency foods for recent flood-affected areas, dead and injured people and those who lost homes as part of the emergency response to the flood-hit areas.
  • All flood-damaged basic education schools could be reopened within one month thanks to the State fund and the contribution of well-wishers.
  • While recovery efforts are underway, it was emphasized that preparations must also be made to address potential natural disasters in future.
  • Officials of the relevant departments are urged to discuss preparations for possible weather-related risks while union-level ministries report the requirements to be fulfilled by the government.

Later, Union Ministers and officials at the present reported on possible natural disasters depend on the current weather condition, purchase of relief aid, the route of Typhoon Yinxing over the South China Sea and weather forecasts, and preparations for conducting region-wise and sector-wise emergency responses, rescue and relief, logistics and rehabilitation measures on time, it is reported.
