Chairman of the State Administration Council (SAC) Commander-in-Chief of Defence Services Senior General Min Aung Hlaing, accompanied by Council Joint-Secretary General Ye Win Oo, union ministers, the Nay Pyi Taw Council chair, senior military officers from the Office of the Commander-in-Chief and officials, comforted flood victims at the relief camp of Mingala Byuha Sasana Beikman in Pyinmana Township and provided them with relief supplies on 18 September.
First, the SAC Chairman Commander-in-Chief of Defence Services gave words of encouragement as follows:
- The recent one is the largest among natural disasters due to heavy rains that hit Myanmar through history. While flying over the flood-ravaged areas during the return trip from Bagan-NyaugU, it was observed that mountain water driving away trees and logs.
- He expressed his sadness for the loss and damage of life and property of the people in a natural disaster. Although natural disasters cannot be avoided, preparedness can be taken against natural disasters with rescue and relief measures to be able to return to normalcy through collective efforts, zeal and perseverance.
- Without being depressed, the government would lead the process of rehabilitation measures in the areas affected by damage and loss.
- Officials are striving to improve the damaged road transport facilities to residential areas and instructions are given to carry out rehabilitation tasks to return to normality within six months.
- Likewise, crops, especially rice, pulses and sesame fields and other crops were destroyed. It will be difficult for farmers to grow rice after the floods recede.
- Anyhow, the government would help agriculture breeding farmers to re-operate their farms as much as possible.
- As farmed animals were also killed, assistance will be provided to the most possible degree to restart farming activities.
- Natural disaster cannot be evaded. The government lost roads, bridges, buildings, factories, electric power supply facilities, communication and so on. Some people also lost their belongings.
- The government will help return to normalcy as much as it can. The Ministry of Social Welfare, Relief and Resettlement issues compensation for deaths.
- Similarly, it will issue cash assistance for the injured to receive medical treatments. The government has been calculating the value of damaged buildings. The government provides cash assistance in conformity with set standards of the relevant areas for the totally damaged buildings and huts, and partially damaged houses and huts.
- As regards the schools, efforts are being made to reopen them by the end of September. Students might have to attend additional classes at least on the school-closed days.
- The government will manage to provide rehabilitation tasks as much as it can. Not only our country but also Asia and European countries face suffering from natural disaster. Therefore, it is necessary to overcome the challenges of natural disaster through relentless efforts.
Next, the SAC Chairman Commander-in-Chief of Defence Services presented cash assistance and food supplies to flood-affected people through representatives. Following this, the Council Joint-Secretary, Union Minister for Health, Union Minister for Social Welfare, Relief and Resettlement, the Nay Pyi Taw Council chair and senior military officers from the Office of the Commander-in-Chief presented relief items and foodstuffs for flood victims respectively.
After that, the Senior General and party inspected the functions of the clinic opened by the Ministry of Health for the flood-affected people and gave necessary instructions to officials as follows:
- It is necessary to compile the data on loss and damage in natural disasters as quickly as possible.
- It is necessary to set amounts of assistance based on percentage of damaged buildings such as brick houses, wooden houses and huts, which were completely or partially damaged.
- The government, regions, states, and relevant ministries have to present cash assistance for those who lost their lives. Likewise, the assistance will be provided to those who got injuries based on seriousness of their injuries.
- The government is thankful and glad to learn that well-wishers and organizations have been providing assistance and food supplies to flood victims as much as they can.
- However, flood victims did not receive equal assistance due to travel distances and have to consume foodstuffs, that should not be eaten together, donated by different donors. They also suffer food poisoning due to lack of cleanliness in transporting foodstuffs. Therefore, it is necessary to form supervisory teams for donations in flood shelters. It is necessary to explain the situation to well-wishers and donors.
Later, the SAC Chairman Commander-in-Chief of Defence Services cordially greeted the flood victims in the relief camp.
