Chairman of State Administration Council Prime Minister Senior General Min Aung Hlaing Inspects Repair Works of Public Facilities affected by Flash-Floods in Nay Pyi Taw Council Area

Chairman of the State Administration Council (SAC) Prime Minister Senior General Min Aung Hlaing, accompanied by Council Joint-Secretary General Ye Win Oo, Union ministers U Min Naung and U Myo Thant, Nay Pyi Taw Council Chairman U Than Tun Oo, senior military officers from the Office of the Commander-in-Chief and officials, inspected on-going repairs of roads and bridges due to persistent rains and flooding occurrences in Nay Pyi Taw Council Area, on 15 September.

The SAC Chairman Prime Minister and party inspected as follows:

  • The Senior General and party inspected damaged parts of the road due to overflow of Hsinthay creek and waiting of cargo trucks and passenger buses on the roads by car from Zeyarthiri Township along Yangon-Mandalay Road.
  • They also looked into construction of a temporary bailey bridge for Nawin Creek Bridge collapsed by erosion.
  • They also proceeded to Kintha Embankment, near Three-Mile Village in Kintha-tract via Kintha Junction, and inspected occurrence of sandbanks, collapse of the embankment in strong flow of waters, and blockage of fallen trees and logs in the embankment.
  • They also viewed damaged parts of the road at Kintha junction eroded by flooding, and clearing debris and undertaking repair works.
  • The also inspected completion of the construction of a temporary bailey bridge for the water-eroded Thaikchaung Bridge (crossing Hsinthay Creek) on Pobbathiri circular road linking Zeyathiri and Pobbathiri Townships in Nay Pyi Taw Council Area.

Next, Union Minister for Construction U Myo Thant, Union Minister for Agriculture, Livestock and Irrigation U Min Naung and officials reported on construction of the bridge as quickly as possible round the clock for convenience of public transport, flow of persistent rains along Kintha Creek and flowing out of water from three-foot higher than the embankment, and inflow of logs, silt and sand in the dam to cause sandbanks.

After hearing the reports, the Senior General instructed the officials as follows:

  • Regarding the construction of a temporary bailey bridge for Nawin Creek Bridge (Ahson), it is necessary to repair works as quickly as possible to ensure smooth transport for the people not to interrupt transport.
  • Taking lesson from the damaged roads and bridges in the flash floods due to heavy rains, it is necessary to systematically calculate the reconstruction of bridges for damaged ones for endurance of flash floods.
  • It is necessary to straighten inlet and outlet channels of waterways at the bridges.
  • As regards the damages of Kintha Embankment, a large timber extraction at the upstream of Kintha Creek cause lesser control of water outflow. So, heavy rains caused high momentum flow of water in the creek.
  • As cut logs and trees were stockpiled along the banks of creek, large logs which floated in the water struck the waterway, causing collapse of the embankment. Hence, it is necessary to clear the waterway and remove silt and sand from the embankment step by step.
  • Priority should be given to clear debris and set the area of the embankment again. In doing so, it is necessary to repair the damaged parts of the embankment.

Instead of Nawin Creek Bridge (Ah son), a three-layer bailey bridge, 100 feet long with a 24-foot motorway, which can withstand 40 tonnes of loads is under construction. It is reported that the road can be used as usual on 16 September. Kintha Embankment was built in 1994-95, and it is an earthen facility. It can store 72 acre-feet of water. A large volume of water affected by heavy rain falls of storm Yagi flowed into the dam. So, it lost capacity of storage of water and its earthen embankment was damaged. Moreover, logs from Kintha raft jetty flowed along the waterway and hit the embankment with momentum to cause damage.

Later, the SAC Chairman Prime Minister cordially greeted residents from Three-Mile Village and asked them about overflow of water. The Senior General and party crossed the completed bailey bridge by cars and inspected clearing debris in flooding.
