Chairman of the State Administration Council (SAC) Prime Minister Senior General Min Aung Hlaing addressed the 3/2024 Meeting of the State Administration Council which was held at the meeting hall of the SAC Chairman’s Office in Nay Pyi Taw on 7 June.
During the meeting, the SAC Chairman Prime Minister delivered a remark as follows:
- The State and Tatmadaw are ensuring peace, security and stability of the entire Union in realizing the first point of the roadmap adopted by the SAC.
- Certain foreign countries are directly and indirectly assisting the terrorist groups for various reasons.
- Security forces are serving security measures across the nation as part of discharging duties to ensure the perpetuity of the sovereignty of the State.
- In some areas, ethnic groups who want peace, and Tatmadaw members and Myanmar Police Force members have crushed the insurgents of terrorist and blocked their armed supply channels through collective efforts.
- Such terrorists set fire to towns and villages they lost, destroying the property of innocent people with vulgar activities.
- Terrorists are applyinng terrorism in solving political affairs. In fact, they are concentrating more on grabbing region-wise power than realizing the multi-party democracy.
- Security forces will take necessary action against those terrorists with added momentum.
- The government will strive for the success of farming-based businesses in accord with the second point which is to expedite manufacturing businesses rooted in agriulture and livestock breeding.
- Some foreign countries and organizations are imposing economic sanctions on Myanmar for various reasons since the SAC took State responsibilities. Likewise, terrorists are intentionally making efforts for the occurrence of battles in border areas to harm the border trade.
- In the trade sector, the country must boost exports through both normal trade and border trade.
- In carrying out agro-businesses, efforts should be made to hit the per acre yield target and increase multiple cropping. In this way, the agricultural sector will gain rapid development and increase exports.
- If people with strong financial power make investments in the farming sector such as broiler, layer, meat cattle, milk cow, fast-growing pig and goat farming businesses, it will benefit the country.
- Those with strong financial power are urged participated in the activites for the development of State economy. By doing so, they will not only support the national economy but also enhance the private interests.
- Reviewing the food commodities required by our neighbouring countries, it was found that China imported 92 million tonnes of soybeans in 2022 and 94 million tonnes in 2023 from Brazil and Uruguay. Additionally, China imported 2.3 million tonnes of beef in 2021 and 2.7 million tonnes in 2023 along with other meat and fish products from abroad, according to their reports.
- Agricultural and livestock products have a strong market presence. Therefore, they can support national food security and increase foreign income through exports.
- To meet the needs of cooking oil of the country, it is necessary to cultivate oil-producing crops to achieve the targeted yields.
- During April, it was observed that abnormal and extreme fluctuations in gold and currency prices, indicating that some unscrupulous economic persons were manipulating currency values.
- Although the country faced economic sanctions and activities in the past that caused the collapse of the banking system with the monetary system in disorder, the government could endeavour to revive the State economy to some extent.
- Similarly, it has been observed that illicit funds are being used to purchase real estate in foreign countries. As a result, necessary regulations and legal action are being carried out.
- The current gold price and currency exchange rates are unnaturally high, reflecting deliberate attempts to devalue the currency and destabilize the country’s economy.
- It is vital to ensure the stability of the inflation rate as various attacks on Myanmar aim to decline the State economy.
- Regarding the third point of the roadmap, the Nationwide Ceasefire Agreement (NCA), the government is adhering to the agreed terms of the agreement.
- However, it has been observed that some Ethnic Armed Organizations (EAOs) who have signed the agreement and those who have temporarily agreed to ceasefire have violated the terms.
- Plans are underway to hold talks with political parties and NCA signatory EAOs in the near future to forge peace in the Union.
- Regarding the fourth point of the roadmap, which is the establishment of a strong multi-party democratic system and building of a Union based on democractic and federal principles, the SAC have made efforts to strengthen governance since the State’s responsibilites discharged by the SAC. The government has expanded and structured districts for more effective administration.
- The State government urges regional authorities to utilize their administrative powers to promote regional development according to the state and regional divisions. In some states and regions, agricultural lands have been used for other purposes under the pretext of urban development. Therefore, it is necessary to ensure that land use complies with the established rules and permissions.
- Regarding the education sector, measures are being taken to implement compulsory education scheme up to the KG+9 and stationaries are being provided for all schoolage children.
- Some schools in Chin State, Kayah State, Rakhine State and Shan State (North), as well as upper Sagaing Region, cannot open for students.
- It was learnt from reports that nearly seven million students have attended schools so far. Based on age groups of the population of the country, more students are necessary to go to school.
- Measures must be taken to open all schools which have not been opened and to study peacefully in schools which have been already opened.
- It is necessary to take security measures for education staff and provide rewards for them.
- As regard the health sector, efforts are being made to appoint healthcare staff in vacancies.
- The fifth goal of the roadmap is to hold a free and fair multiparty party democracy election. The incorrect voter lists in the 2020 election was a very bad dark spot in the history of the country and it is necessary to compile correct voter lists so as not to repeat such incidents.
- Necessary preparations will be made to get correct voter lists. The enumeration of the population and household census will be conducted in the coming October.
- Only when the census can be enumerated fully will the correct voter lists come out so as to hold the election successfully.
- Measures must be taken to conduct the census as much as possible in some areas where the census cannot be conducted on the ground. The nationwide census will be conducted on the ground as first priority.
- As holding the election is the ultimate aim of the SAC, it will be held without fail. Therefore, council members are required to make concerted efforts as much as possible.
After hearing the reports presented by the SAC Vice-Chairman, SAC Joint-Secretary and officials, the Senior General made a concluding remark as follows:
- As the agriculture and livestock breeding tasks are viable economic businesses for the country, foodstuffs and household products that are consumed by the people daily must be produced domestically as much as possible.
- Priority must be given to enabling all school-aged children to go to school in all the areas where schools are open.
- The government has been exerting efforts to build a disciplined democracy and developed country.
- Although some citizens of the country are making efforts for development of the country while those who seek to destroy the regions they live in are obstructionists.
- Terrorist acts in the regions and states committed by terrorists who live in those areas.
- The education sector is important for perpetuation and development of a country. No action other than destroying the education sector is vulgar.
- During the six-year period from 2012 to 2018, at the capacity of the Commander-in-Chief of Defence Services, the Senior General had implemented the literacy campaign for Tatmadaw members who were weak in educational knowledge.
- Therefore, council members are urged to encourage people in states and regions they visit to read books and acquire education.
Also present were the SAC Vice-Chairman Deputy Prime Minister Vice-Senior General Soe Win, Council Secretary Lt-Gen Aung Lin Dway, Joint-Secretary Lt-Gen Ye Win Oo, council members and officials.
