On behalf of the Chairman of the State Administration Council (SAC) Commander-in-Chief of Defence Services Senior General Maha Thray Sithu Min Aung Hlaing, Vice-Chairman of the State Administration Council Deputy Commander-in-Chief of Defence Services Commander-in-Chief (Army) Vice-Senior General Thray Sithu Soe Win delivered a speech at the Passing-out Parade Ceremony of the 24th Intake of Defence Services Technological Academy (DSTA) which was held at the parade ground of DSTA in PyinOoLwin in the morning of 12 December.
Also present at the ceremony along with Vice-Chairman of the SAC Deputy Commander-in-Chief of Defence Services were wife Daw Than Than Nwe, senior military officers from the Office of the Commander-in-Chief and their wives, Chief Minister of Mandalay Region, officials of PyinOoLwin Station, officer instructors and faculty members of the academic wing and training wing of DSTA, who are the parents and guardians of the graduate cadets, and invited guests.
Firstly, the Vice-Chairman of the SAC Deputy Commander-in-Chief of Defence Services Commander-in-Chief (Army) Vice-Senior General Thray Sithu Soe Win took the salutes of the cadet companies, and inspected the Flag bearers and the graduate cadet companies. Then, the Vice-Senior General presented the Best Cadet Award, the Excellent Award in Training and the Excellent Award in Studies to the oustanding cadets respectively.

- Engineering forces that are good historical traditional arms effectively serving in building the various sectors of the Nation and Tatmadaw which were provided professional engineering assistance, implementation the fulfilment of supply requirements and Humanitarian Assistance and Disaster Relief (HADR).
- As today is the knowledge age, “Wisdom is a matter” is the existence for the development of a nation. Only if our country can perform basically in state-building and nation-building as a country that is striving to develop, we will be able to keep quickly abreast of other countries.
- It can be seen that STEM as a new education system such as Science, Technology, Engineering and Mathematics are being taught including engineering education and engineering concept in basic education internationally. Therefore, all had been taught and trained in each subject by drawing up and laying down the teaching plan.
- Tatmadaw members need to be not only human resources who are trained to fulfil the engineering skills for military engineers but also human resources who will help the implementation to develop the multi-development of the nation as necessary when our Tatmadaw is built and structured to be a Standard Army as the objective.
- Our Tatmadaw is building as a Standard Army to be able to fight conventional warfare by implementing the Defence Capability and Defence Modernization because our Tatmadaw is responsible to defend the country and people, national interest, and sovereignty.
- It can be seen that developing countries are competing and attempting to build a Standard Army base on technology because the technology developed nations bullied and dominated the underdeveloped nations.
- Therefore, our Tatmadaw is continuously implementing military science and technological development to be a Standard Army. In doing so, the graduate cadets are urged to try hard powerfully in their respective sectors with engineering knowledge that they learnt.
- Nowadays, it can be regarded that some powerful countries of the world are performing with proxy to dominate by using various ways as multidimensional warfare such as politics, economy, social affairs, ideology, propaganda, military affairs, and diplomacy that is not a conventional method withouy invasion of the countries using only military method as a conventional way.
- The State Administration Council is continuing on the path to democracy following the 2008 Constitution and members of the Engineering Forces will also have to perform vigorously with their knowledge in the process of nation-building for the peace and stability of the nation and the social development of the people as the saying: “Keep Moving Forward To Achieve Our Goal”.
- Nowadays, the betrayers including some powerful countries are attempting to break down the internal unity of the unit and weaken the strength of Tatmadaw. Therefore, only if the relevant leaders are implementing and following strictly and correctly not only military disciplines, and the orders and instructions related to the administrations but also Sixty Codes of Conduct, we will be able to build the internal unity of the unit stronger than ever.
- It is important not only to strengthen the internal unity of a unit but also to strength unity that our Tatmadaw members are one and the same with the people as if water cannot be separated to be a split.
- As the Tatmadaw is the one which is organized with ethnic brethren of the nation, all are necessary to protect the lives and properties of the people and to help and perform the security of daily social life of the people from all sides as much as they can.
After the passing-out parade ceremony, Vice-Chairman of the SAC Deputy Commander-in-Chief of Defence Services Commander-in-Chief (Army) Vice-Senior General Thray Sithu Soe Win met three outstanding cadets and spoke words of honour at the parlour of the DSTA headquarters.
On this evening, Vice-Chairman of the SAC Deputy Commander-in-Chief of Defence Services Commander-in-Chief (Army) Vice-Senior General Thray Sithu Soe Win and party attended the graduation dinner of the 24th Intake of DSTA.
