Vice Chairman of the State Administration Council Deputy Prime Minister Vice-Senior General Soe Win Deliver a Speech at the Ceremony to Mark the 58th Anniversary of the Myanmar Police Force 

The Vice-Chairman of the State Administration Council Deputy Prime Minister Vice-Senior General Soe Win delivered a speech at the ceremony to mark the 58th Anniversary of the Myanmar Police Force at the Myanmar International Convention Centre-II in Nay Pyi Taw on 1 October. Speaking on the occasion, the Vice-Senior General stressed the following points:

  • In order to be the Police Force that can render the public interest more in line with the motto of the Myanmar Police Force, “Loyalty, Integrity, Courage,” plans are being made to change the form and the essence by year.
  • The Myanmar Police Force in successive eras has been implementing four objectives: to take security measures and peace and tranquillity of the region, ensure the prevalence of law and order, prevent narcotic drugs and carry out public welfare tasks.
  • Transnational crimes pose a challenge human security as well as political affairs, economic affairs, social development and national security.
  • In the globalization era, any single country is difficult to solve transnational crimes but they can be solved through bilateral cooperation among the countries.
  • To do so, Myanmar joined INTERPOL on 1 January 1954 and has been cooperating on the exchange of information among 195 member police forces of countries.
  • The United Nations Convention against Transnational Organized Crime was proved in 2000, and measures are being taken to combat transnational crimes after regional police forces, such as Association of Southeast Asian Nations National Police (ASEANAPOL), European Union Agency for Law Enforcement Cooperation (EUROPOL) and African Union Mechanism for Police Cooperation (AFRIPOL) were formed.
  • The State Administration Council formed the Central Committee for Drug Abuse Control with 19 members in 2022 and tasked with 21 duties.
  • Myanmar has signed the UN Drug Control Conventions and cooperated for drug control measures.
  • If we look back seizures of narcotic drugs, Myanmar Police Force seized drugs worth more than K970 billion (US$606.4306 million) in 2021 and more than K708 billion (US$383.199 million) within six months from 1 January to 10 July 2022.
  • The Anti-human Trafficking Force is required to effectively uncover human trafficking crimes under the Anti Trafficking in Persons Law in accordance with international standards and regulations. Again, it needs to take more actions for the protection of victims and legal proceedings against human traffickers.   
  • The Central Body on Anti-Money Laundering needs to cooperate with monetary organizations, other relevant government departments, international organizations and regional organizations, neighbouring countries under international conventions to take severe action against those who commit money laundering and financing of terrorists; to prevent possible collateral crimes as well as interference in the administration, economic and social sectors of the State through money laundering and financing of terrorists.
  • As today age is the technology age, Myanmar Police Force needs to apply technology well, and it has to implement the missions of the MPF, using modern communication system.
  • All MPF officers and members should strive to become public reliable law enforcement member with transparent responsibility and accountability while serving duties of enforcement in line with police authorities and efficiency.
  • In protecting public interests, the MPF members have to make efforts proudly their functions for the State and the people with efficiency of police functions, honour, and justice.
  • The MPF members from local police station-level to region/state-level must try to be dutiful in the works set by the Myanmar Police Force to be law enforcement members relied on the entire population, by following police disciplines and ethics.

The ceremony was attended by SAC members, Chairperson of Constitutional Tribunal of the Union, Chairman of Union Election Commission, Union Ministers, senior military officers, deputy ministers, diplomats, invited guests from international organizations, departmental heads, Women’s Affairs Federation and relevant organizations, Chief of Myanmar Police Force and members, retired senior police officers, artistes and officials.

The Vice-Senior General then presented honorary gallantry medals to six police members, SAC member Union Minister for Home Affairs Lt-Gen Soe Htut presented honorary gallantry medals to three members, and four more medals to six family members on behalf of four members respectively.

The Vice-Senior General viewed documentary photos, figurines, machinery, technological equipment, arms, uniforms, communication devices, machines searching for drugs and vehicles used by MPF at the exhibition to mark the 58th Anniversary of MPF, it is reported.
