Press Release on the Statement of UN Under-Secretary- General for Humanitarian Affairs Martin Griffiths

A press release was issued regarding the statement of UN Under-Secretary- General for Humanitarian Affairs Martin Griffiths on 26 December 2021 on the causalities of civilians that occurred near Moso Village of Prusho Township of Kayah State. The press release clearly described the reality of the situation stating that terrorist groups colluded with unscrupulous media outlets and journalists that do not want peace and stability in the country and the plot was drawn up based on their whims and fancies to occur such misleading comments.

The UN Under-Secretary-General for Humanitarian Affairs and Emergency Relief Coordinator Martin Griffiths released a statement containing five points on 26 December 2021 regarding the causalities of civilians near Moso Village of Prusho Township of Kayah State occurred on 24 December 2021. The statement said:

· At least 35 civilians have been killed including a child, and two workers from the Save the Children remained missing after their vehicles were attacked and burned in the incident.

· He condemned the grievous incident and all attacks against civilians throughout the country. He called upon the authorities to immediately commence a thorough and transparent investigation into the incident so that perpetrators can be swiftly brought to justice.

· He also called for Myanmar Tatmadaw and all armed groups in Myanmar to take all measures in order to protect civilians from harm.

Since Tatmadaw temporarily assumed the State responsibilities under the 2008 Constitution on 1 February 2021, it has systematically controlled the riotous crowds of protests, armed attacks, and violent attacks in mobs using the minimum level of necessary force and action in line with the existing laws and international norms. During its assumption of the State power, the State Administration Council-SAC has laid down the five-point roadmap and nine objectives for the stability of the State, the law and order, and community peace.

When the SAC makes efforts with specific aims and ambitions, the terrorist groups CRPH and NUG announced D-Day on 7 September 2021 to launch terrorist attacks across the nation along with some ethnic armed organizations and their subordinates of PDF terrorists.

After their announcement, the terrorist groups accelerated their attacks on security forces in some places of Kayin, Kayah and Chin states, Sagaing and Yangon regions and they especially killed unarmed civilians and government employees, including the ones who do not support them under the name of informants, forcibly took their valuable properties, committed arson attacks on buildings and properties and threatened to support them.

The cases expressed in the statement of UN Under-Secretary-General for Humanitarian Affairs and Emergency Relief Coordinator Martin Griffiths occurred as follows:

· Security forces for local security duties in Kyah State attempted to stop seven vehicles near Moso Village of Prusho Township in the morning of 24 December 2021, however, those from the vehicles did not stop and opened fire with the use of small arms and drove away.

· While these vehicles drove away, some 10 terrorists taking positions on hilllocks near Muso village attacked the security with RPG, 40 mm grenade launcher and other small arms. Therefore, security forces unavoidable had to counter-attack them.

· In the incident, KNPP members and so-called PDF terrorists, including newcomers for explosive training, were arrested dead together with one M-16, one point-22, three hunting rifles, seven grenades, 25 M-16 bullets, two magazines, camouflage uniforms and other related materials. The seven vehicles carrying gasoline, diesel and foodstuffs forcibly collected from the villages by were burnt and destroyed.

According to the local people, it was found out that the terrorist group also attacked with rockets using improvised launchers to the passenger flight landing at Loikaw airport on the same day and they ran away disguising in civilian dresses. The news has already announced via the State-run media channels and newspapers on 24 December 2021.

After CRPH and NUG terrorist groups declared D-Day, numerous attacks, including this incident, targeting civilians occurred in some regions of the country. Terrorist groups colluded with unscrupulous media outlets and journalists that do not want peace and stability in the country and the plot was drawn up based on their whims and fancies to occur such misleading comments.

It is here announced that the security forces strictly follow the Rule of Engagement-ROE and serve their duties to ensure no harm to the people in accord with the international agreements and rules.
