Military Personnel (Army, Navy and Air), Offspring of Military Personnel, War Veterans and Military-substitute Civilian Servants, who Excelled in Matriculation Examinations and other Multiple Outstanding Youths Honoured

The ceremony to award soldiers, offspring of military personnel, war veterans and military-substitute civilian servants for their outstanding and other multiple outstanding youths in the 2019-2020 and 2021-22 academic year matriculation examinations was held at Zeyathiri Beikman in Nay Pyi Taw on 23 July.

Also present together with the Chairman of the State Administration Council (SAC) Commander-in-Chief of Defence Services were Daw Kyu Kyu Hla, wife of the Senior General, Vice-Chairman of the SAC Deputy Commander-in-Chief of Defence Services and wife Daw Than Than Nwe, SAC members and their wives, Union ministers and their wives, senior military officers from the Office of the Commander-in-Chief and their wives, Chairman of Central Executive Committee of Myanmar War Veterans Organizations Lt-Gen Sein Win (Retired) and wife, the Nay Pyi Taw Command commander and wife, prize winner soldiers, students, and their parents, teachers and special guests.

During the ceremony, the Chairman of the SAC Commander-in-Chief of Defence Services delivered hounourable speech as follows:

  • New generation youths have been honoured annually since 2011-2012 academic year to enhance their love for education and will to try hard. However, the ceremony could not be held in the previous years because of COVID-19. So, the outstanding ones during the two years were honoured at the ceremony.
  • All the countries accept that “Human Resources” is of great importance in the persistent development of their countries. Every country emphasizes investment in the education sector as a human resource primarily depends on “knowledge”.
  • The Section 28 (c) of the Constitution Law states, “The Union shall implement free, compulsory primary education system;” and the Section 366, “Every citizen, in accord with the educational policy laid down by the Union: (a) has the right to education; (b) shall be given basic education which the Union prescribes by law as compulsory;”.
  • Of the 281,751 students in total that entered the matriculation examination of the 2021-2022 academic year, 132,077 or 46.88 percent passed.
  • So, 31.88 percent in primary school level did not reach the middle school level and 27.65 percent in middle school level did not reach the high school level. The number of students who reached the high school level and university from primary and middle school levels during the ten-year period is very few. According to this rate, the country will still face a shortage of educated persons in the coming decades.
  • The matriculation examination pass rate of the entire country for the 2021-2022 academic year is 46.88 percent. The pass rates of some of the Tatmadaw Education Schools and Tatmadaw Basic Education Schools exceeded 45 percent. The pass rate of No (2) Basic Education High School in Mingaladon township, one of the Tatmadaw Basic Education High Schools, was 88.38 percent and that of No (2) Tatmadaw Education School was 88.24 percent. It is an honour for them.
  • Looking at the achievement of military personnel and offspring of military personnel, war veterans and personnel-substitute civilians in matriculation examinations in the 2019-2020 and 2021-2022 academic years, there were 83 six-distinction winners, 191 five-distinction winners, 274 four-distinction winners, 427 three-distinction winners, 790 two-distinction winners and 2,909 one-distinction winners.
  • Moreover, the Senior General proudly said that one military personnel who won three distinctions, six personnel who won two distinctions and 134 personnel who won one distinction. It can be said that the progress of educational achievements has gained momentum year by year as there were 35 all-round outstanding prize winners, 11 prize-winners in the state-level article, essay, painting and cartoon competitions and 85 students who won university scholarships.
  • At the today’s ceremony, prizes will be presented to 75 six-distinction winners, 178 five-distinction winners, six personnel who won two distinctions and 16 all-round outstanding prize winners, and prizes for the rest of the winners will be awarded at respective regional military commands. In addition to outstanding students, the Tatmadaw Basic Education High Schools and Tatmadaw Education Schools, which won the highest pass-rates, will also be awarded deservedly.
  • In moving forward to the future of life in accordance with the saying “Discipline can express the value of a person,” the motto “National discipline begins in schools,” which students learnt in classrooms, should be borne in mind.
  • The students are urged to try to be teachers and leaders with high standards of discipline in the same way as they tried to be the good pupils during their student lives because they will become the leaders of the country in the future.
  • One-third of all citizens have completed their middle school education according to the 2014 census and 2019 interim census. Therefore, the government is taking measures to implement the new KG+12 education system and to enable all children of school age to study up to KG+9 middle school level.

Afterwards, the Chairman of the SAC Commander-in-Chief of Defence Services presented the first prize and the certificate of honour for the highest pass-rate to administrative officers of No. (2) Basic Education High School (Mingaladon), also known as the Aung San Thuriya Hla Thaung School, and the second prize and the certificate of honour for the second highest pass-rate to administrative officers of the Basic Education High School (Shwe Nattaung) in the 2019- 2020 and 2021-2022 academic years among the Tatmadaw Basic Education High Schools. Moreover, the Senior General presented the third prize for highest pass-rate in the 2019-2020 academic year and the first prize for the highest pass-rate in the 2021-2022 academic year to the principal of No.(2) Education School (Meiktila), the second prize for highest pass-rate in the 2019-2020 academic year and the third prize for the highest pass-rate in the 2021-2022 academic year to the principal of No. (5) Education School (Taungoo) among Tatmadaw Education Schools. Then, the Senior General presented honorary medals, prizes and certificates of honour to two male students and one female student who won all-round outstanding prize, and one male student and two female students who won six distinctions in 2021-2022 academic year respectively.

Daw Kyu Kyu Hla, wife of the Chairman of the SAC Commander-in-Chief of Defence Services, presented honorary medals, awards and certificates to one male and four female students who won all-round outstanding prize, and two male students and three female students who won six distinctions in 2021-2022 academic year respectively.

The Vice-Chairman of the SAC Deputy Commander-in-Chief of Defence Services Commander-in-Chief (Army) Vice-Senior General Soe Win presented honorary awards and certificates to heads of No (11) Education School (Monywa) and No (9) Education School among Tatmadaw Education Schools that achieved first and second pass rates respectively for 2019-2020 and 2021-2022 academic year and in-charges of No (1) Basic Education High School (Nay Pyi Taw) and Basic Education High School (Hsenwi) that achieved third and first pass rates for 2021-2022 and 2019-2020 respectively. He then continued to present honorary medals, awards and certificates to two male students and one female student who won all-round outstanding prize, and one male student and two female students who won six distinctions in 2021-2022 academic year respectively.

Daw Than Than New, wife of the Vice-Chairman of the SAC Deputy Commander-in-Chief of Defence Services Commander-in-Chief (Army), presented honorary medals, awards and certificates to one male and four female students who won all-round outstanding prize, and five female students who won six distinctions in 2021-2022 academic year respectively. Then the SAC members and their wives, Union ministers and officials presented honorary medals, awards and certificates to outstanding students respectively.

Finally, the Chairman of the SAC Commander-in-Chief of Defence Services and wife served the attendees, the outstanding students and military personnel, and their parents and teachers with a feast of food. After the reception, the Senior General and wife and party cordially greeted them.
