Press Release on Identifications and Arrests of So-Called CRPH, NUG and PDF Terrorists Hiding near Lay Kay Kaw Myothit, Htee Mae Wah Khee and Mae Htaw Tha Lay, and Committing Acts of Terrorism

As some KNU brigades and battalions are permitting so-called CRPH, NUG and PDF terrorists who have been perpetrating acts of terrorism across the country to hide near Lay Kay Kaw Myothit, Htee Mae Wah Khee and Mae Htaw Tha Lay, opening explosive training courses and providing weapons/ammunition to them, the Information Team of the State Administration Council released a statement on identification and arrest of terrorists near the said region.

           The Tatmadaw has been working for lasting peace since the signing of the Nationwide Ceasefire Agreement (NCA) on 15 October 2015 by respectfully abiding by the provisions of the NAC agreement. The Commander-in-Chief of the Defence Services has stated that “the Tatmadaw will strictly abide by the terms of the NCA agreement in order to achieve the lasting peace that the State and the people need”, at peace meetings and ceremonies. In addition, peace process is also being implemented as a priority in the Five-Point Road Map and Nine Objectives of the State Administration Council. Despite this, some ethnic armed organizations have taken advantage of the current political situation to violate the NCA agreement in a variety of ways.

On 27 March 2021, some Tatmadaw officers and soldiers were killed and wounded when a larger strength led by Baw Kyaw He from KNU Brigade-5ambushed the Htee Muu Hta camp which took duty of military operations and territorial control, near Thanlwin river in Kayin state.  On 27 and 28 April and 3 June, a large number of strength from KNU Brigade-5 attacked Dahkwin camp where a military column of the Tatmadaw took a position but they retreated from the scene with many casualties. Moreover, some members of KNU Brigade-1 attacked Kyathaungseik camp on 17 December. The Tatmadaw temporarily left the camp with some injuries of officer/other ranks but the Tatmadaw reoccupied the camp. Likewise, some members of KNU Brigade -1 and Brigade-5 committed blowing up of mines and ambushed attacks on the sending of vaccines for prevention, control and treatment of COVID-19 for local people and government staff in Papun township. Hence, the military columns are taking security measures in the regions for soonest arrivals of vaccines for the local people and government personnel.

Some brigades and regiments from KNU took cash assistance from some big countries wishing to interfere in internal affairs of Myanmar and NGOs and INGOs which support CRPH, NUG and PDF terrorists by neglecting the terror acts which happen across the nation under the title of humanitarian and give terror acts and explosive training to terrorists from CRPH, NUG and PDF and provide arms and ammunition to these terrorists through various ways and means. Such information was received from the majority of local people who do not wish to accept the terrorist acts for their life to flee from their houses and not wishing to hear the noisy shooting and bomb blasts.

In so doing, there have been 3,751 times of terror acts in some cities from 1 February 2021 to date. As security forces controlled the situation and arrested 1,492 terrorists and seized 133 assorted arms, 1,693 rounds of ammunition, 28 grenades, 217 homemade mines and other explosive materials. In exposing the terror acts, the security forces arrested 9,958 terrorists and seized 3,417 arms and ammunition, 161,500 rounds of ammunition, 647 grenades, 6,895 homemade mines and other explosive materials in time.

According to the exposing some terror acts and information which happened in Yangon and other major cities, terrorists from Laykaekaw Myothit in Kayin state transported arms and ammunition to Yangon, Bago, Mawlamyine, Taungoo and Pyay through various ways and means.

The Tatmadaw has negotiated with KNU/KNLA officials in a formal/friendly manner several times to abide by the NCA agreement and to monitor their subordinates since the Htee Muu Hta camp engagement until the Lay Kay Kaw clash. According to reports, at the KNU meetings, some leaders of KNU who want to divert from the NCA route and rekindle the conflict in peaceful Kayin state are reportedly convincing to back the NUG and PDF terrorist groups with foreign funding to destabilize the current government.

After Tatmadaw inevitably assumed all State responsibilities on 1 February, those who fled to commit terrorist acts following the violent protests of extremist NLD members and supporters, were accepted on humanitarian grounds, and KNU sought financial support of some large foreign countries with the help of these exile groups and aimed at provoking armed conflicts to the point of total annihilation of the country. The State Government has informed KNU officials, through the National Solidarity and Peace Negotiation Committee (NSPNC), to maintain peace, to focus on regional stability, to stop terrorism and not to accept terrorists. In addition, departments related to Tatmadaw and EAOs has informed them several times.

However, as some KNU brigades and junior leaders have ignored the negotiations and used the Lay Kay Kaw Myothit, a symbol of the peace outcome, to embrace the so-called PDF terrorists and provide terrorism and bombing training and support terrorist activities across the country, the KNU/KNLA officials have been informed in advance that the terrorists will be identified and arrested, and security forces launched the operation on 14 December.

In so doing, the security forces performed searching in Lay Kae Kaw Myothit under the law and seized former Hluttaw Representatives from terrorist NUG and 21 PDFs and persons who joined CDM together with seven assorted guns. On 15 December, when the security forces performed searching, some KNU troops including some leaders wishing to destroy NCA, NUG and PDF terrorists started attacks. Security forces including officers and other ranks from the Tatmadaw were dead and injured and some were abducted.

Hence, as part of self-defence activities, the Tatmadaw used the limited strength to combat the some leaders and troops of KNU, NUG and PDF terrorists as of 15 December 2021. The terrorist groups organized their strengths to commit the counter attacks to the military columns day and night.

In line with the prescribed Rule of Engagement (RoE), Tatmadaw replenished necessary forces and with the air and artillery supporting fire enemy camps were defeated in 25 clashes. On 28 December, areas including Htee Mae Wah Khee, Mae Htaw Tha Lay, Ingyin Myaing, Min Lat Pan, and Hpaloo village have been under control, except for Lay Kay Kaw Myothit. During the clashes, some dead bodies and 19 assorted arms, ammunition and guns under making process were seized from terrorists.

As a result of these clashes, innocent civilians are fleeing to other countries, and the Thai-Myanmar Border Committees are also planning to coordinate for the resettlement of innocent people in their villages as soon as possible.

Tatmadaw has set the road-map and objectives for perpetual peace during the state of emergency, and strictly adhering to the NCA agreement. Therefore, security measures required for the stability and peace of the country and lives and property of the people will continue to be provided. All ethnic people who want peace in Kayin state and across the country are urged to work together for peace and stability in the region.
