State Administration Council Meeting (5/2022) Held

The State Administration Council (SAC) held its meeting 5/2022 at the meeting hall of SAC Chairman’s Office on 16 June, addressed by Chairman of the State Administration Council Prime Minister Senior General Min Aung Hlaing. During the meeting, the Prime Minister stressed the following points:

Regarding the peace talks:

  • The SAC made peace invitation on 22 April as a support to achieve perpetual peace.  Moreover, another statement was issued to facilitate their participation.
  • Our peace initiative has two political goals such as strengthening democracy and establishment of a Union based on democracy and federalism. As the Tatmadaw stands firmly on these two goals, any groups, with different views can hold discussions, based on them.

Regarding the acts of terrorism:

  • Since 3 March 2021, there have been more than 1,100 terrorist assaults by PDF terrorists, that action has been taken against over 700 cases and a total of 4,203 weapons of various sorts have been confiscated up to 15 June.
  • Action has been taken against terrorists and their associates. The SAC has granted amnesty for many times during the tenure of the chairman of the SAC.
  • But action is being taken against certain persons taking part in terrorism or supporting terrorism.
  • Moreover, those who committed brutal terrorist acts met with severe punishment and the government will continue to take effective action against them.

As regards the economy of the nation:

  • During the tenure of SAC Chairman, he supervised the goods that are not necessary are not imported and only necessary products are imported.
  • There is still a trade surplus of US$1,140 million during the period between February 2021 and May 2022.
  • So, we have given encouragement for the development of the national economy. Priority is being given to export of finished products rather than that of local products as raw materials.

As regards the education sector:

  • So far, about 6.7 million of students have been enrolled at schools and of them, about 6.3 million students have been in classrooms this year. By percentage, 94.1 percent of the enrolled students have been going to school.
  • The number of students has increased more in the current academic year than the previous year and it is a good sign for the nation.

With regards to the COVID-19 outbreak and vaccination process:

  • There has been only 0.14 per cent of confirmed cases of COVID in Myanmar during this month.
  • Our country has much less in confirmed cases due to concerted efforts of the people and enthusiastic cooperation of civil servants and retired personnel.
  • If the number of confirmed cases keeps going less, restrictions will be eased further. A total of 78.2 million doses of vaccination have been received through purchase and donation. A total of 64 million shots have been performed and efforts are being made to carry out more vaccination measures in the remaining regions. 

With regards to the enhancement of sports sector:

  • Medal winners in the 31st SEA Games were rewarded deservedly. Of them, gold medal winners will be granted special permits to import cars.

Concerning the agriculture and livestock sector:

  • The country has a total of over 33 million acres of farmland, that, out of them, 11.7 million for sequential cropping and 34 million for intercropping, totally over 48 acres of cropping.
  • If sequential cropping can be carried out in all the cultivated acres, there will be an increase in agricultural products as well as in job opportunities.
  • If agriculture and livestock breeding tasks continue to thrive during the next two to three years, businesses in the country will see growth within the next five years.
  • Everyone is urged to exert efforts to carry out agriculture and livestock breeding tasks properly as they can boost production.

After the Prime Minister heard reports presented by the members of the SAC and officials, he highlighted the following points:

  • Discussions are underway with relevant ministries to open agriculture, livestock and technical high schools at the district level for the development of the country's human resources.
  • The successful students from these schools are trained and educated at colleges and universities by taking entrance exams through school of agriculture, livestock and technology to allow them to continue their education.
  • The government will do its best to provide adequate water in areas where there is a need. Arrangements must be made for the construction and use of rainwater storing pools and reservoirs in city, ward and house. The stored water needs to be used sparingly to avoid wastage.
  • There are many challenges related to education. Education plays an important role in democracy. Every school-age child needs to have KG +9 level. We need to create educational opportunities. From that, the transition to the vocational education system can continue.
  • The responsible officials in each region and state need to encourage and push for it.

Also present at the meeting were Vice-Chairman of the SAC Deputy Prime Minister Vice-Senior General Soe Win, the members of the SAC and officials.
