A meeting on compiling voter lists for the next election took place at the Office of the Chairman of the State Administration Council on 1 April, with a speech delivered by the Vice-Chairman of the State Administration Council (SAC) Deputy Prime Minister Vice-Senior General Soe Win.
The Vice-Chairman of the SAC Deputy Prime Minister Vice-Senior General Soe Win addressed the meeting as follows:
- The five-point roadmap of the SAC says that upon accomplishing the provisions of the state of emergency, free and fair multi-party democratic elections will be held in line with the 2008 Constitution, and further work will be undertaken to hand over State duties to the winning party in accordance with democratic standards.
- As the voter lists must be precise and correct to ensure a free and fair election, the roles of the Union Election Commission and the Ministry of Immigration and Population are crucial.
- The regions and states in cooperation with the election sub-commissions and the immigration and population departments need to pay door-to-door visits to scrutinize whether every eligible voter has their national scrutiny cards and immigration form-66/6 to ensure the correct voter lists.
- After the lists of national scrutiny cards and immigration form 66/6 have been computerized, the combined teams in townships of respective regions and states will scrutinize whether the data on the ground will be checked before 2023 when the election is earmarked.
- A large number of voting irregularities were found as everyone was included in the voters’ lists without checking household lists against IPRD forms 66/6 and national scrutiny cards on the ground during the 2020 general election.
- As every citizen is allowed to have only one national scrutiny card, it is necessary to scrutinize whether the cards are genuine or fake and illegal cards must be annulled. Similarly, it is also necessary to scrutinize forms 66/6 and only then, will elections be clean, free and fair.
- The Ministry of Immigration and Population has issued more than 51 million national scrutiny cards across the country. So far, the relevant ministry has enlisted more than 27 million ID holders under computerization, and more than 24 million people are remaining to insert. The remaining data must be inserted into the computer in time.
- As only a single ministry is recording them in the computerized system in time for the 2023 election within the limits of its resources, the Nay Pyi Taw Council and Chief Ministers of regions and states are urged to take measures to complete the plan in time within two months.
- On completion of recording national scrutiny cards and IPRD forms 66/6 in the computerized system, it is necessary to check the data against the situation on the ground with a door-to-door system at district, township, ward and village tract levels in the Nay Pyi Taw Council area, regions and states.
- The concerted efforts must be made to record remaining statistics distributed in advance to state and regional governments in the computerized system in cooperation with technicians and to store them in the server of the ministry in time.
- It is necessary to cooperate with relevant organizations to know and follow the election data and provisions to hold a free and fair election in 2023.
The meeting was attended by the Chairman of the Union Election Commission and officials, and Union Ministers while the Chairman of Nay Pyi Taw Council, chief ministers of regions and states joined the event through videoconferencing.
