Chairman of the State Administration Council (SAC) Prime Minister Senior General Min Aung Hlaing delivered a speech at Union Government Meeting 7/2024 which was held at the meeting hall of the SAC Chairman Office in Nay Pyi Taw on 21 October. The excerpts from the speech given by the Senior General are as follows:
- Population and household census must be enumerated as a national cause, and arrangements are being made to collect the census in the remaining areas on the security ground.
- The Nay Pyi Taw Council Area and regions and states faced unprecedented flooding due to the remnants of typhoon “Yagi” and low-pressure area formed in the Bay of Bengal.
- The recent flash floods have killed 444 persons in addition to animals, destroying homes and buildings, roads and bridges, vehicles and machinery.
- As rehabilitation in the flood-affected areas is an enormous job, it needs the involvement of the entire people, apart from State’s financial assistance. Hence, the State conducted cash donation ceremonies three times and received a total of more than K53 billion.
- The 25th Myanmar Traditional Cultural Performing Arts Competitions was held to preserve Myanmar traditions and culture, and soon, the prize-awarding ceremony will be held.
- Holding of Myanmar Traditional Cultural Performing Arts Competitions can preserve Myanmar’s traditional cultural heritage. Only if it preserves such cultural heritage the nation will be strong and sustainable. In this regard, all the national brethren of the Union should join hands in the task.
- The government has exerted efforts to recover the State economy, which saw a downturn due to COVID-19. As the government has encouraged the manufacturing sector based on agriculture and livestock breeding tasks which are major sectors of the country, the economy has increased. Compared with regional countries, however, the economy has still weakened.
- Similarly, efforts must be made to boost capacity for double-cropping. If efforts are made to meet crop targets, related production and services will develop and the GDP of the country will increase.
- It is necessary to efficiently utilize the sound foundations of the nation to manufacture products based on agriculture and livestock farming tasks.
- Livestock breeding tasks must be carried out systematically. It will be greatly beneficial if animals are raised in shelters instead of breeding them traditionally.
- To nurture human resources that will contribute to agriculture and livestock breeding tasks, basic schools for agriculture, livestock and industrial are being opened.
- It would provide opportunities and technology to businesspersons to operate the manufacturing sector based on timber, bamboo, rattan, and other forest products aimed at producing export commodities.
- After reaping forest products, new plants must be replanted. If resources of the country can be utilized effectively, it will be beneficial for the country and economic development will be achieved.
- It can be seen that priority is given to foodstuff industries in implementing MSMEs. It is necessary to encourage businesses to manufacture value-added products from other renewable resources in the country.
- In the cotton production sector, Magway, Sagaing and Mandalay regions have to lead the operation of industries based on cotton.
- Industries related to cotton must be implemented with farsightedness and if high quality textiles can be produced from cotton grown in the country, imports of textiles from other countries can be reduced and surplus can be exported after fulfilling the local demand.
- Rubber material production must be boosted and imports must be reduced. Measures must be taken to meet domestic rubber demand by encouraging rubber cultivation.
- It is necessary to take steps for cleanliness to enable students to study conveniently after schools that were temporarily closed due to natural disasters have been reopened and to open extra classes so that they will be able to learn full curriculums.
- Efforts are required to be made to open additional schools, to build the capabilities of teachers and to maintain features of school buildings.
- Currently, with the onset of the open season, it is expected that both domestic and international travel will increase. So, relevant states and need to maintain clean, pleasant, and flower filled destinations to attract visitors. S
- Similarly, it is necessary to work on producing high-quality local products and ensure that hotels and guesthouses maintain cleanliness under the supervision of responsible authorities.
Following this, the Chairman of the Nay Pyi Taw Council, Chief Ministers of regions and states provided updates on the status of ongoing activities in education, healthcare, agriculture, and manufacturing. In response to the reports, the Senior General stressed the following points:
- It is required for the development of model farms for agricultural progress and for the maintenance of trees planted during the rainy season to ensure their growth.
- Successful execution of tasks requires the process of checking, rechecking, and counter-checking.
- Regarding regional security, public safety measures are actively in place, and security operations in relevant areas need to be systematically implemented.
- Preparations need to have competitive participation in the National Sports Festival to be held in December.
- Regulations are needed for coastal and offshore fishing activities in accordance with rules, in order to promote prawn farming for the development of the seafood industry.
- Measures are to be taken to increase rubber production yields.
- It is required need for screening and permitting overseas study programs according to established rules.
In his closing remarks, the Senior General highlighted the following salient points:
- Ministries need to implement measures for achieving their goals set and to prioritize key aspects of national plans.
- Efforts are being made to prepare for the upcoming elections, including conducting a population and housing census, as well as other pre-election preparations in a systematic manner.
- Five-point roadmap is being implemented, with a focus on achieving economic objectives. To ensure the success of economic plans, Union-level ministries must oversee their execution systematically.
- In terms of civil servants’ performance, ministries need to oversee them under strict discipline.
Also present were SAC Vice-Chairman Deputy Prime Minister Vice-Senior General Soe Win, Union Ministers, Union-level dignitaries, Nay Pyi Taw Council Chairman, Chin State Chief Minister and other officials while Chief Ministers of regions and states attended the meeting via video conferencing, it is reported.
